Building Application Process And Submittal Requirements

Our purpose is to enforce, at a minimum, the Codes, Rules and Regulations as adopted and set forth by the Milliken Town Board of Trustees to protect the Health, Life Safety and General Welfare of the residents of the Town of Milliken. 


Building Permits are required for any construction, enlargement, alteration, repair, move, demolition or change of occupancy of a building or structure, or to erect, install, enlarge, alter, remove, convert or replace any electrical, gas, mechanical or plumbing systems.  

A Town of Milliken Contractor License is required for Contractors to pull a building permit.    Please visit the Milliken Contractor License page for more information on how to apply.

All permits can now be submitted online at CommunityCore.   Please note you must first complete the contractor registration process in order to submit online.    Contact the Community Development Department at the information at the bottom of the page if you have any questions.

Town of Milliken - Procedure For Contemporaneous Reviews for Electrical and Plumbing Licenses

NOTICE FOR ELECTRICAL AND PLUMBING WORK – Residential
The State of Colorado will allow one of two conditions for plumbing and electrical for a residential project.
1. The homeowner, (themselves) can install the electrical (Milliken will need a homeowners affidavit signed by the homeowner stating they will be performing the electrical)
2. A Colorado licensed electrician and/or plumber must perform the work

NOTICE FOR ELECTRICAL AND PLUMBING WORK – Commercial
1. A Colorado licensed electrician and/or plumber must perform the work

(Counter Permits may take 24 to 72 hours for approval due to increase volume in building)

  • Manufactures Installation Instructions
  • Plot Plan
  • Homeowners Affidavit signed and notarized.  This form is required if the Homeowner is performing their own Electrical and/or Plumbing work.  Please note by signing this affidavit you are agreeing that you as the Homeowner are performing the electrical and/or plumbing work.  If not, you are required to provide contact information as well as the person/companies Colorado State issued license information at permit submittal.

New Residential, Additions, Remodels and Accessory Structures submitted online at CommunityCore

(Plan Review Time - 10 to 14 Business Days From Full Submittal)

Submittal Requirements for Residential Permits Include:
  • Completed Application Form Online at CommunityCore
  • Homeowners Affidavit signed and notarized.  This form is required if the Homeowner is performing their own Electrical and/or Plumbing work.  Please note by signing this affidavit you are agreeing that you as the Homeowner are performing the electrical and/or plumbing work.  If not, you are required to provide contact information as well as the person/companies Colorado State issued license information at permit submittal.
  • Recorded Deed For Proof Of Property Ownership
  • Two Plot Plans 8.5x11 or 11x17 to scale (Must Show): Address, Proposed Building Location on Property, Distances Between Each Lot/Property Line to Proposed Building (Setbacks), Distances Between Proposed Building and Any Existing Structures, Identify Streets On and Surrounding, Driveway Location With Length and Width and North Arrow
  • Two Sets of Building Plans to scale
  • Two Sets of Engineered Foundation Plans With a Registered Colorado Engineer Stamp
  • Two Sets of Soils Report
  • Proof of Adequate Water: Raw Water Requirements/FAQ
  • Water Meter Pit Diagram (5/8" to 3/4")

Applicant understands that the Home Owners Association (HOA), if applicable, may have additional requirements, restrictions, and guidelines to follow for construction.
Please provide, on a separate piece of paper, a site plan that shows the location of the fence/wall on your property. Also, please include the location of your home and any fire hydrants near your property.
