Licenses, Permits & Rentals


Building Permit

The Town of Milliken has adopted the following Building Codes for new construction: 2003 International Building Code, 2003 International Fuel Gas Code, 2003 International Plumbing Code, 2003 International Mechanical Code, 2003 International residential Code, 2005 National Electrical Code, Chapter 11 (Energy Efficiency) - 2003 International Residential Code, 2003 International Fire Code. Building Permit Applications are available at Town Hall. Business License

Those owning and conducting business in Milliken need to apply for a business license. You must complete a Business Application/Renewal License (below) and return it to Town Hall by mail or in person with a $ 20.00 fee, due when submitted. After passing a Criminal Background Check, Business License's will be distributed to the applicant(s).

Construction Permit

Construction Permits are mandatory for curb, gutter, sidewalk or driveway repairs. There is a $ 10.00 application fee associated with sidewalks. Other items needing construction have a $ 25.00 fee associated with them.

Dog Registration

All dogs six months or older need to be registered.  Dog registration forms may be filled out at Town Hall.  Proof of current rabies vaccination is required. 

  • Non-Spayed/Neutered  - $ 10.00
  • Spayed/Neutered  - $ 6.00
  • Duplicate Dog Tag $ 2.00, as referenced to in the Milliken Municipal Code

Fence Permit

To acquire a fence permit, the Town will need the following information:

  • The lot with property lines.
  • Where the house sits in reference to the property lines.
  • A drawing of the fence with information about its height and the material it is being built with.
  • Contact information including the applicants name, phone number and address. 

It is the owner's responsibility to locate utilities before they dig. Please call the Utility Notification Center of Colorado at 1-800-922-1987. According to the Building Permit, all fence posts should be facing the inside of the fence. All subdivision fences must be approved by the Architectural Committee and also by the Town of Milliken. There is no cost for a Fence Permit. To receive one, please contact Town Hall.

Water Permit

You must pick-up a Water Permit at Town Hall when placing seed or sod. Water permits are issued for a four week period when planting seed and a three week period when planting sod. There is no fee associated with Water Permits and they allow you to water all day, everyday including Sundays. The permit must be placed in a visible place from the street (e.g. window, door). When your permit expires, you must return to regularly scheduled watering days. Houses with even-numbered addresses can water on Monday, Wednesday and Friday. Houses with odd-numbered addresses can water on Tuesday, Thursday and Saturday.
