Background Information

Establishment
The Milliken Water, Wastewater and Drainage Utility Advisory Commission of the Town of Milliken was created by Ordinance 655 on January 25, 2012 by the Milliken Town Board and shall consist of six members, to include residents and others with an interest in Milliken to include its Urban Growth Area and planning area, who may have expertise and/or experience in water, wastewater, drainage and other relevant disciplines.

Appointment & Terms
All members of the Commission shall be appointed by the Board of Trustees.  All members shall be appointed within forty-five (45) days after the effective date of this ordinance and shall serve terms as follows:
                     Three members for terms expiring April 30, 2014.
                     Three members for terms expiring April 30, 2016.

Each member shall serve a four (4) year term. 

Purpose and Functions of the Commission
The goal of the Commission is to study, analyze and make recommendations in order to improve the efficiency and effectiveness of the water, wastewater and drainage utility services of the Town.  The Commission shall respond to specific requests by the Board of Trustees related to the provision of utility services.  The Commission shall report its findings to the Town Board on a semi-annual basis, or as directed by the Board.  The Commission shall cooperate with municipal, state and federal agencies and nongovernmental organizations having similar or related functions, and the Commission shall monitor water, wastewater and drainage utility-related activity locally, regionally, state-wide and nationally.      

Organization
The Commission shall meet at on a regular basis and may meet at such additional times as the members determine or the chairman directs. Annually, it shall elect from its membership a chairman, vice chairman and secretary.  A majority of the Commission shall constitute a quorum.  Members of the Commission shall receive no compensation.  The Commission may appoint consulting committees consisting of either members or nonmembers or both.   

Open Meetings
All meetings of three or more members of the Commission and its consulting committees shall be publicly held and open to all citizens at all times as required by law.
